What your tour guide failed to mention is that the second wall was built by the Allied powers (USA, UK, etc). The wall and checkpoints in the west were manned by Allied forces, while the same in the east were manned by East German forces. People going either way over those walls (East going West or West going East) were subject to arrest, using lethal force if necessary. The western Allies justified that violence by claiming it was an espionage prevention measure.
